In many games I play with my group of friends, we eventually decide to gang up on one player. Occasionally this happens to me, and I was hoping somebody would be able to give me some advice on how to counter the propaganda which leads to someone being targeted or advice on some tactics to fend off the assault.

Welcome to TD. I suggest you look at the diplomacy risk guides and also the diplomacy articles where you will find plenty of advice on how to deal with others. Stopping others from ganging up against you is not about following a simple formula. You need to master many emotional skills so you can manage your encounters with them and guide them towards the direction of your choice.

To stop people ganging on you, take the initiative and gang on them first. You see, if you are powerful enough and work on your allies in such a way so that they would think alliance with you is beneficial to them, they will join you every time. On the other hand, if you develop a reputation that you are a strong player that always lets allies down or worse stabs them in the back, then you can have difficulty gaining their trust. In general, stopping people to gang up on you is more psychological than strategical.

If you are caught in a situation where you are being ganged up on and yet you cannot negotiate with anyone, however, then one of the best moves you can make is to Turtle. If you can gather all your major groups of men into one spot, especially territories that are unwanted such as the Northern Asian territories, then people will be reluctant to attack you, because all your are is a waste of armies for them, and because you don't hold a coherent land mass, you aren't viewed as an aggressive threat. If this is done in the early game, sometimes it can be difficult to recover, but it's better than the alternative!
