Hi there,
I played risk for the first time yesterday and it was great, but i'm a little confused with some of the rules. At the end, one player had alaska left. Every time she got some people, she used them to attack the player on the border (northern territory i believe), until she only had unit left, and called off the onslaught.
I read the instructions and it had me believe that you cannot attack someone when they only have one piece left on their territory. Is this true? If it is, it means that the game would just continue in circles, never really ending.

No. You definitely can eliminate players. When you take a person's last territory, they lose and the victor takes their cards. If they have six or more cards, they must cash three of those cards for troops immediately. If that person somehow had five cards and you had four at the start of your turn, you cash twice (you can't continue play until you have five or fewer cards in hand. Note, however, that you can have six card in your hand at the end of turn after you receive your card for taking a territory. You just have to cash at the beginning of your next turn, same as starting a turn with five cards).

I'm not sure Kikuichimonji really answered your question. Here are the answers to what I think you were trying to ask:
1. You cannot attack somebody with a territory that only has one troop on it.
2. You can attack somebody until you have taken their entire country. If you take all their countries, they would be completely out of the game.
